Public facilities by their very nature must serve community needs, however, in the course of a community’s development those needs can, and often do, change. Furthermore, the demands of such facilities at any given time are often varied and intermittent. Therefore, public facility projects seek to maximize a facility’s functional flexibility throughout the expected life of the facility.
